An Alert for Keir Starmer from His Personal History: Without Boldness regarding Britain's EU Exit and Europe, Your Party Challengers Will Be.

Back in 2018, it took just eight words to energize a Labour conference demonstrating Labour was falling out of love with its then leader. While not exactly soaring oratory, the words were greeted with rapturous applause as delegates stood for an impromptu ovation.

As the commotion died down, Keir Starmer, stood at the podium, blinking in surprise. He wasn't really accustomed to his speeches having such an effect. All he had said was: "Nobody is ruling out remain as an option". Context, however, is key.

In that darkly divisive time in 2018, departing from his agreed text like this was always going to be seen as laying down the gauntlet to Jeremy Corbyn, who was trying to prioritise Brexit voters in key constituencies over the Europhile sentiments of his party. With that single address, this seemingly cautious opposition Brexit spokesman underwent a transformation – albeit temporarily – into a political gambler who would stand up for most Labour MPs, members and voters against a leader he later succeeded.

The Evolution in Position and Closed Issues

In the years since, much has happened, especially for Starmer himself. One of his first acts after taking over in 2020 was to declare the Brexit issue was resolved by the 2019 national vote. And, at the last one, he consistently stressed manifesto “red line” commitments that forbade re-entry into the EU, the single market or a customs union.

Similar to Corbyn, the PM's approach has focused on winning pro-Leave voters in target constituencies, despite polling evidence suggests many of them have passed away or shifted opinion.

Pressure Building on Europe

Yet, the tables have turned and the prime minister’s turn to face the pressures of being a Labour leader. And, if EU relations may not be the boiling pot in UK politics, a lid which was firmly shut since Brexit is beginning to rattle once more.

The Prime Minister and Chancellor have ramped up the rhetoric about the devastation that leaving the EU has inflicted on Britain's economic standing. This serves as an effective tool with which to beat the Reform UK leader, who now rarely mentions how leaving the EU was once his singular purpose and remains his sole political accomplishment.

And yet, the extent of the economic harm, which by some estimates has resulted in an economy that is significantly diminished compared to EU membership, dwarfs the minor adjustments so far offered by ministers. Starmer’s so-called re-set deal agreed with Brussels last summer provides gains quantified in fractions of a percent.

Cabinet Divergence & Ambitious Proposals

Rachel Reeves is one of those attempting to bypass entrenched Home Office resistance to an expansive version of a growth-enabling program for young people allowing young people can travel between the UK and the EU to study or work.

The deputy prime minister has pondered publicly about the clear advantages of joining a customs union with the EU, as several Labour backbenchers, such as the head of the Treasury select committee, last week supported a Liberal Democrat motion on joining one.

Although Nick Thomas-Symonds, who oversees EU policy, who is now attending all cabinet sessions, maintains the red lines remain unchanged, there exist avenues to work around them. One idea would be to declaring the commencement of negotiations now on a much bolder deal, for inclusion in the following election platform, to be enacted only after securing a fresh mandate.

Starmer's Fundamental Scepticism

However, Starmer has most recently damping it all down again cautioning that a return to an EU customs arrangement would “unravel” the trade pacts with America, which he views as key accomplishments of his government.

It is understood that Starmer's doubts run even deeper, and is rooted in three further factors.

  1. Firstly, he thinks a customs pact has been made much harder as ministers are actively diverging from European rules in numerous sectors, like environmental standards.
  2. Second, the prohibitive cost set for the UK to join a European defense initiative and the subsequent collapse in talks has led British officials that European nations have little interest in offering favorable terms to the UK than in demonstrating that Brexit does not work.
  3. Lastly, America's latest security doctrine, praised by the Kremlin, is viewed by key advisors in Downing Street as grounds for the UK to keep its distance from Europe.

A Bizarre Document and Strategic Calculations

This bizarre and terrifying American strategy paper asserts Europe faces “civilizational erasure” due to immigration. It contains a single mention to Britain, placed beside a suggestion that the US government will intervene in our politics to foster the growth of “patriotic” parties.

But, far from deciding that this makes America an undependable ally, the government reportedly fear that deeper EU integration could upset the global balance by endangering precarious American backing for Ukraine, Nato and much more besides.

Leadership Speculation & The Ghost of 2018

All of which returns us to 2018. Starmer has always said his speech was not a pitch to become leader but merely an attempt to keep open the possibility of staying in the EU in a future vote. Indeed, back then, he still supported a “bespoke customs union deal” similar to the one he currently seems to reject.

But it’s not been lost on Downing Street have noticed that Wes Streeting, widely considered would stand for the leadership, is among a clutch of senior ministers letting it be known they want to go further regarding the EU.

Aides to the Deputy Prime Minister, another likely contender in a contest for the top job, insist she refuses to comment on her stance on a customs union as it would merely “fuel unnecessary gossip”.

The Clear Risk and A Prudent Reminder

The danger is obvious. If Starmer rules out more meaningful steps towards a close relationship, he cedes ground to occupy the space where the overwhelming majority of the party's supporters reside.

It would be prudent of him to remember the effect just a few words had on his career in 2018. There are options for a major proposal on EU relations that the prime minister ought to consider; he should explore them personally, before someone else adopt them as their own.
